Device Manager stops working on boot

I recently put together a PC with windows 7 ultimate, msi z97 gaming 5 mobo, i5 4690k, 12gig ram, and a gigabyte gtx980 ti. I installed the mobo drivers from the disk, and got the gpu driver installed through geforce experience. When I boot up, after I login it says that "windows device manager has stopped working". In addition to this issue, i am getting that effect from back in windows xp, where when you move a window around, you get a trail effect. (Like when you beat solitaire) Should I reinstall my drivers? Abs which ones?
 
Solution
The graphics drivers.
Get the second to newest drivers for your card from nvidia.
then go to safe mode and install them (select the clean install option)
go to your motherboard driver download page to install drivers (never use the disk copies as they are usually outdated).

also start in safe mode (with command prompt) and in command prompt run the following 2 commands

sfc /scannow
chkdsk /r /f /x
