DGS-1210-10P Blinking Power LED

Hello. Our class in school has acquired a DGS-1210-10P PoE switch from somewhere. The issue is that the power LED is constantly blinking. From what my teacher told me it was apparently used for a couple of surveillance cameras before. Someone cut one or more of the cables going into the surveillance cameras and since they carry data and power he suspected that cutting the cables might've caused damage to the power supply of the switch. If anyone has any tips or experience about this, I would love to hear it. Thank you for reading.

I've got some experience with the DGS-1210-10P, I'm currently using one to run my home network. Unfortunately I've never seen one have a constantly flashing power light. Have you tried resetting the switch to factory by pressing and holding the reset button until all lights flash? This may or may not fix the issue, but if you've got a switch with an unknown configuration, I'd try to reset it. There "could" be something in the current config that is causing a problem and a reset "might" fix it. If you do the reset and it appears to start working (not flashing power light), hook a couple PCs up to it and see if you can access the internet or ping between the 2. If you are successful, you can get online and research how to configure...
