Diablo 3 Not utilizing entire GPU

I've been playing Diablo 3 for sometime now and I've noticed that my 7970 is only being maxed out to around 40% usage while playing Diablo. The usage does not increase during increased graphical moment and unfortunately my frame rates decrease as a result. I'm using the latest CCC drivers 12.7.

This problem is driving me nut because i didn't pay all that money for a graphics card to only get less than half performance. :fou:

The CPU is not a bottle neck in and way.
 
considering these are the RECOMMENDED specs,I would assume 40% is all you graphics card needs to play the game!

I've tried with and without V-sync, toggling the max/min amount of frames on and off. Although these allow me to get higher frame rates, It still doesn't affect total GPU usage, causing dips in frame rates frequently.

its frustrating knowing I can easily achieve over 60fps in most, if not all situations in this game and that its being hindered by not using my GPU to its full potential.
 
You need to go into Power Options and make sure to disable any GPU or PCI-express throttling. That's the main reason people get the major FPS slowdowns. I know that my 6950 would slow down every so often for little to no reason, until I turned PCI Express Link State Power Management off. Enjoy.

edit: fyi, once you do this, and abolish the slowdowns, you should reenable the fps cap to whatever your refresh rate is so that your gpu can continue to run at less than full load/temp :x Really great to run a game with 35% fan speed or so! Wish I could run most other games with frame rate limiter like this, rather than vsync :/
