Did i Bottleneck my comp?

I recently built my own intel gaming PC, and i have been having a lot of issues with not getting as much out of my rig as i had hoped (low frames at unreasonable places mostly, other than that it performs well).

Here is my part list

Geforce GTX 4G 980
Intel core i5-4460 3.2 GHz
8 GB RAM
many cooling aspects that im not going to mention.
2 TB internal drive.
and ASROCK Z97m PRO4 motherboard
550w power supply

I'm relatively new to the concept of custom PC's, and i didnt think this would be an issue (obviously not the case).

So i was wondering if anybody had a solution for helping my pc perform better like upgrades or system optimization that would bring my computer to a satisfactory level.

You did not. A haswell i5 should be enough for any modern single gpu. If you are thinking on upgrading, get an i5 4690k, a watercooler and overclock it as hell, but I think what you've got is already amazing.
Do you have an ssd? It would speed things up a lot (not games).
What's wrong with your cooling? And what are your "bad" fps?

i don't have an ssd, but personally i have no qualms with slow load times and speed outside of games is already good enough for me.
my cooling is 4 120mm internal fans, and one larger mounted fan on the open panel (can't remember size), i have already made sure the airflow is correct.
i get good performance on many things, one example being the witcher 2 on max without uber doesnt lag at all (uber does lag a good bit), but when i play Guild wars 2 for example, i cant play higher than medium if i want 30+ fps. i also can't seem to play skyrim with the HD 2k texture mods which makes no sense to me (vanilla hd skyrim runs more than perfectly).

What resolution are you using? And is it only guild wars Are you using the latest drivers? I think the gpu might not be optimised for guild wars, it's an old game. hmm. If you give me a couple hours I can download guild wars and see what the performance is like in my system (i5 2300+r9 290), it should show if that's normal or not.
The psu is fine for the system. What are that temperatures you are getting under load for both gpu and cpu?
 
i'll be here for a while so if you want to try it out yourself to see how it works that would be cool. im using 1920 x 1080, and i updated my drivers the last couple days just to make sure it wasnt that. my bios doesnt seem to tell me an accurate temperature, it just says 94.0c with the 2 stock fans, and 94.0c with 4 fans and the mounted external fan and that doesnt seem possible frankly as there is a noticeable difference in performace . im not really sure where to see my gpu temp though?
 
no i don't but i was told that i wouldn't need it with the fan system i have, but if that is a big problem regardless then i can order one. do you have any recommendations?
 
kyle, could you post a picture of your setup (the inside ofc)
could you also download speccy and check the temperatures on idle and load?
I'm downloading guild wars 2.
Do you have the stock fan mounted? Upload the picture, please, it would help determine the problem.
 

I would have to agree I would NEVER even turn on my computer without heatsink let alone play games. And yes that is a windforce card as his avatar.

 
well screw me, it did not come with a heatsink... it was the chip by itself i get 68-72 c idle and 82 c active according to speccy. so obviously not good. i'll just order me a heatsink right now then, any reccomendations?
 
The cooler master hyper 212 evo Is a good 30 dollar heatsink. Where did you get the cpu from? every cpu should come with a heatsink
