Laptop CPUs generally draw less power than desktop CPUs because of two reasons: laptops have to take battery life into account and laptops generally have poor ventilation compared to desktops (less power draw = less heat). Because of this laptop CPUs are generally speaking less powerful than their desktop counterparts. The difference, however, is not a large one. If you compare within manufacturer and within CPU generations, the laptop version will probably be around 10-15% slower.

Another important difference is that it is typically impossible to overclock laptop CPUs. Even if you could unlock their multipliers, the extra heat generated by overclocking would be extremely problematic considering the aforementioned ventilation issues with laptops.
