Difference between Russian L2TP and Russian PPTP versus regular L2TP and PPTP respectively

Could someone be kind enough to explain the difference between each?
I've googled them many times and no answers as to what the difference are between them, just examples as to how to set them up.

L2TP is just one of many protocols one can use for VPN. As for what "Russian" means - probably that you would connect to a Russian server ( so you would appear as being there)
