Ok here's the deal. I like to consider myself tech-savvy, but when it comes to graphics cards I have no damn clue.
Here are these two graphics cards:

The only difference I see here is the "RX 470" and "RX 480" part in the name. Unfortunately, I have not brushed up on my graphics card research and feel that a person to person talk would benefit me more than reading page after page of boring nonsense until I figure it out. I also note that the "RX 470" has better cooling, and is also considerably cheaper (as of the date of this question anyway). I'm wondering, what do the "470" and "480" aspects of the card relate to, and would it be worth spending an extra 40 bucks for the 480? Any help is appreciated.
