Different performance almost after every single restart

This "phenomenon" has been notice to happen in my pc since the very first days that i build it.

80% of the times i restart my pc the performance looks fine..

but some times after restart i get several beep from the motherboard and then restarts again and and maybe once more before it get in to windows.

some other times loading takes longer.. normal my pc need less than 15 sec to get me to log in screen....

When it takes longer my keyboard also takes longer to be light up and work in order to put the password to log in

Performance is noticeable mostly in games.. in loading of programs etc.. almost like everywhere..

its like playing the lottery on witch restart i am gonna have the best performance....

pc specs:
asus ar z97
i5-4690k
R9 270x Toxic
8gb corsair Platinum
h105 corsair watercooler
Samsung evo 840 250gb
Western Digital 1TB black
Rm 750 Corsair

i am using windows 8.1


ANY ideas on what might cause the problem??

i tried pressing the GPU bios button for better compatibility so the light is "on"
i tried formatting the ssd 2 times didn't fix the problem
i did the properly updates on my ssd
i tried removeing some of the usb devices but again i cant notice when the problem is been fixed because every restart might cause problems with the performance again..

pc Components are 6 months old
cpu is overclocked based on asus mobo AI Suite with the "normal" boost at 4.2

if i give my pc to a professional it will cost me tons of money i dont have right now...

What should i do? i am pretty much stuck right know in this situation.

Go to power Monitor option in win 8.1 and untick Fast Startup and restart the pc.
It happens because at every shutdown fast startup saves hibernation of your work. And loads it again when startup.

i unchecked the box and did e few restarts still having the same problem...

i think it has something to do with the cpu overclock and the TPU (think) on motherborad

Update the BIOS and set it to default settings of your motherboard and reinstall windows and check again.

i have already passed through this process.
BIOS is up to date motherboard had been set on the default setting and the windows was fresh new installed.
Still same problem.


When the system boots up modo start checking parts and diffrent leds blink once.
When a normal boot is going to happen the last led will blink once like the others before, but when the "slow mode" is going to come the last led stays on for longer time and some times it needs to force to restart again.
The last led is the "BOOT_DEVICE_LED"


Now the motherboard setting are only been changed from the 4way optimization program. nothing more.
