Different Policies for different users?

Hi,

I have a 2000 advanced server with windows xp workstations. What I want is
if the user logging on is in the administrator group for one policy to be
used and if only a user then another policy to be used, how?

Bascially, if Administrator then system wide changes can be made... if user,
no changes can be made (very tight security, including things like desktop
picture!)

Please help!

Create separate OU's (Organisational Units) for each group, and place
admins in one, grunts in the other. Then apply a Group Policy for each OU.

I use Win Server 2003, and have an arrangement like this. Works really well.
