Diffetence between primary drive and storage drive?

I was configuring a custom pc at freshtechsolutions and came across two options: Primary drive and storage drive, each with an option between SSDs and HDDs. What is the difference between them because a 1TB HDD is cheaper for a primary drive as opposed to it being on a storage drive. Your "primary drive" will be the C drive. Contains your OS, and whatever applications you install.
A "secondary drive" (storage drive) is used for stuff that does not need to be on the C drive. Movies, music, maybe games.

The preferred combination is a 250 or 500GB SSD as the 'primary', and a large HDD (1 or 2TB) as the storage drive.

Now....for that link from freshtechsolutions....just looking at the drives...
That WD Green SSD is a second rate drive at best. Especially if you want it as the primary drive.
Not all SSD's are created equal.

The price differential is not due to primary/secondary. They are probably selling you a second tier brand primary drive for cheaper.

ANY drives can be made primary or secondary, it's all at your discretion.

As ^bill mentioned, a fast Primary SSD and a secondary HD for storage is standard configuration for best performance/cost.
