Question Direct air and flow liquid cooling

If you put a fan inside the bearing, you can cool the processor with a direct stream of air.
A sealed waterblock will allow the chip to be cooled by a stream of water.

The above is not going to be sufficient to cool the IHS on modern CPU. Going to have to have a contact surface between. It just so happens that aside from a heavy roller bearing as described above, modern and well tested usings have the bearing or bushing in the center of the fan alongside the motor that runs it and is integrated with the required heat sink.

You are wrong. The principle of the heat sink is to distribute the heat into a much bigger area that can be more easily cooled down. It's simple physics. Your "idea" is just way less efficient and it's why nobody has done that in the last 50 years of computer cooling.
 
A centrifugal blower fan could achieve the direct type of air flow you might be getting at. But as others have said, heat transfer across aluminum and copper sinks is so much better than through air. Aluminum for example has a thermal conductivity of 205 W/mK vs air with 0.024 W/mK. Best to move heat away from the source efficiently and worry about cooling it later.
