DirectX error : Missing many dll files but can't install DirectX and So can't run many applications

This is my first time in this forum so please bear with me. My System had corrupted so I had to format my C drive which had a few games. Most of my games are in D and E drive. After the formatting was done, the guy who is in IT department installed many softwares and then afterwards I tried running many of my games and they all showed errors where dll files were missing. I did a bit of research and found out that most of them were DirectX errors. So I tried installing DirectX again but it gave me errors like internal error and S1023. What is the Problem with my system?? Also, in my dxdiag, its showing that I have DirectX version 11.

Ok, that's a major problem then, since the official install should be working no matter what. I can think of two things that could be happening:

1: You have a corrupted install. I recommend opening a command prompt as an admin, and doing a 'SFC /scannow' and seeing if it finds any errors.

2: You have the Windows Update KB3004394 installed. This update hit in December and frankly broke the OS. You can check if you have it installed by going to Control Panel -> Programs -> Uninstall a Program -> View Installed Updates. If you have this update installed, go to https://support.microsoft.com/kb/3024777, download the file that stops the update from running, and remove it.
