Diretix 11.2 or DirectX 12 API(feature level 11_0)

I'm looking into two GPUs
One is Gigabyte GTX 780 ti GV-N78TOC-3GD
Second EVGA GeForce GTX 780 Ti Dual Classified w/ EVGA ACX Cooler
So far I think gigabyte has better cooling system

But now I notice that evga has diretix 12 api(feature level11-0) when Gigabyte has diretix 11.2
what is difference and which is better?+ what is it?
also if anyone of you could look in to this two gpus and tell me differences and which one you think is better it would be greatly appreciated. don't mind a price

The video card is irrelevant to DX12; it's being patched in to every video card that supports DX11.

The cards are clocked exactly the same; theoretically they should also run about the same. However, the EVGA Classified version has more power phases, which will make the card operate at a bit cooler of a temperature and with greater stability.
