Disappoiting performance

So it seems to be a problem with the mobo??

Any other ways to pin point the problem or test out if it really is the mobo thats the issue here?
 
On another board someone had a similar problem and it was the voltage to the ram. They went into the BIOS and adjust the settings for the ram and it started right up. Do you have access to the BIOS or does it die to early?

Also I had something similar one time. It took me almost 3 hours (and half a head of hair) to realize that the thermal paste between my heat sink and the CPU was too thin and my CPU was over heating. Is it instant or does it take random amounts of time?

Also make sure that the switch on the front of the PSU is set to 110V

Lastly, make sure you hit both spots on your mother board with power, all drives, the video card and the fans. especially the fan on the heatsink
 
I have a watercooler so the paste shouldn't be a problem should it??

Yeah, it starts up in 1-2 seconds, and turns off in 2-3, and then starts up in about 4 seconds. I counted the amount of seconds and 4 seconds was the longest when it started up. So its startup gradually goes from 1 to 4 seconds in like 30-40 secs.
There is never a BIOS though. Nothing on the monitor.

How can I adjust the voltage on the switch?? Can see no such option.

Also I was thinking that it might be a good idea to reset my clock to default? Get rid of the overclock. Am I able to do that manually on the mobo?
