Disk Boot Failure, Insert System Disk And Press Enter

Got a new desktop today and am connecting it to my tv. Whilst trying to boot it up for the first I am prompted by that message. Fiddled about with BIOS with all these different suggestions which included changing the priorities. I am starting to think its an issue with the dvd drive. The system came with an (assumingly spare) IDE cable but alas, my particular dvd drive was connected by an alternative method so its not the issue either. Any help would be much appreciated.

Also I should add that I have already done the obvious and inserted the disk.
