Disk Boot Failure

Hello,
I have a Cyberpower brand computer and the mother board is Gigabyte GA-78LMT USB3 rev 6.0, the HD went North, I installed a formatted HD I had laying around using disk management and a program from Western Digital. I have installed the hard drive in the machine and I turn it on and push the delete key to enter the bios where I have set the first boot to the CDROM press F10 to save and ESC to exit, next I restart and press F12 to enter the boot menu and highlight CDROM enter and exit but the plus sign to the left of the HDD does not move. I have went to Gigabytes sight and using there set up for the Motherboard I went through each item so I am pretty sure that the BIOS is correct. I only changed the boot sequence. Do I need an Operating system on my hard drive for the boot to work proper (see Photo) when talking to Giga they tell me to set boot in BIOS then restart and press F12. I have told them numerous times and have sent the photo to them. What do I need to do buy another MB and HDD and start over? I want to install Flight SIM X and other various simulators.

I have no computer smarts period, how do I install an operating system (WIN7) , I get the message "Disk Boot Failure, insert system disk and press enter ") and I press enter and get the same warning. I have just put in a new hdd and it still will not load in the first photo LS120 is always high lighted and if i move the cursor down to CDROM the plus sign to the left of HDD does not move. I was thinking of a new MB but what good would that do if I cannot get into the boot menu
 
Well I have no solution I have no idea what I am doing only what the internet say's to do. I have FORMATTED the new hard drive and here is a shot of it, does it look correct? Also when I go into BIOS and click find the HDD it comes up a big zero. One other thing is I get no beeps none whatsoever
