Disk Management error unable to connect to logical disk manager service

disk management error. unable to connect to Logical Disk Manager Service. At this point I've tried enough methods and internet - suggested fixes. Nothing helps.
Disk Management tool does not work :error "SERVER EXECUTION FAILED"
event log:
Event ID10010
The server {4FB6BB00-3347-11D0-B40A-00AA005FF586} did not register with DCOM within the required timeout.

other symptoms:
it takes 36 sec to explore " My Computer"
take long time to explore any object. ( right mouse click)

Check the Logical disk manager services ..
start->run-> services.msc
