diskpart.exe takes a while to allow typing in commands.

I was trying to run diskpart.exe and realized I couldnt type a single command. I restarted the tool via cmd about 3x and gave up. I went online to look for possible answers but have found none. after about 5mins though I went back to the tool (diskpart.exe) and found that it was allowing me to type my commands then...

Can somebody tell me what just happened? I think it doesnt normally take that long for diskpart to work or does it?

It appeared to be an extreme latency in the system. it would appear to be more of another question than an answer. For now I have to find out what is causing the latency.
