Question Display does not turn on, PC boots

Least few days my PC has been acting up. Now My display does not show up no matter what. I can hear the normal BIOS beep, which signifies successful boot.

Rig: Desktop PC
Intel 2500k, Asus P8Z68 V-Pro
2 Dell Monitors (Daisy chained) using DP.
Add on card for DP output (NVIDIA NVS 310).

Here is what I have tried.
  • I have tried using DP cable. Also switched to onboard HDMI.
  • Removed the Display port card itself and used on board HDMI.
  • Disconnected power to all hard drives.
  • Removed the BIOS battery and added it back.
  • Removed RAM and added back, missing RAM memory beep was heard when it was removed.
  • Switched monitors from monitor A to monitor B.
  • The same monitors and cable combo works with a laptop.
Earlier today the display was coming on sporadically. No boot screen used to display, but after windows or Ubuntu loads the display used to come on sporadically. At times yes, and at times no display at all. I removed the BIOS battery, added it back. BIOS came up once and I set up some BIOS options. Since then I have no display at all. Removing the BIOS battery again has not helped.

Can anyone tell me what the issue could be?

A couple of weeks back, the on board HDMI which is connected to TV, was not sending across the audio. The same TV system was working with a laptop connected with the same cable. I had also noticed slight visual noise on the display.
Today I tried to troubleshoot. I reset my windows environment using backup (if any driver issue, this fixes it seamlessly, and quickly) and PC is as good as a newly installed windows.
 
We checked the voltages coming to the mobo on each of the pins. The voltage is fine. The fan is the PSU is not working, it doesn't spin even at startup.

Also tried a PSU which is of much lower wattage. The display does not turn on.
