Display Drivers Stopped Responding and Recovered

Specs:
Os- Windows 7 ultimate 64bit
CPU - I5 4670k @ 3.40ghz
Ram - 8gb corsair xms3 ddr3 @ 1600mhz SPD Latency 9-9-9-24
Motherboard - Asus z87-k
Graphics Card - Nvidia GeForce Gtx 770 2gb
Powersupply - Thermaltake TR2 700w
Hard Drive - 1TB Seagate Barracuda
Monitor - Samsung 40" 1920 x 1080 (TV)

The Issue:
My computer will hang randomly (freeze?) Nothing will respond even the clock stops moving, any sound playing will repeat over and over repetitively very fast where you can't even understand it. My CPU usage will spike to 100% and then I either have to wait for it to recover or hard restart. I sometimes get the Error "Your display drivers have stopped responding and have recovered". This hang is very spuratic and isn't easily replicated.

What I have done:
I changed the TDR registry to a higher value.
I ran Memtest86 with no errors.
I ran Furmark gpu stress test with no issues.
I ran Seagates hard drive test with no issues.
I uninstalled my drivers with DDU and installed to a known stable driver 347.88.
I checked my cpu temperature it idles at 28-30 and with everything going that I could possible want open runs at 42-45.
I turned my power settings all to high performance.


I have taken it to several different stores that all told me nothing is wrong because they can't replicate the error. Sometimes it will happen once a day sometimes it will happen non stop and the computer is unusable, so something is definitely wrong. Also I should note that before this issue occurred I had a blue screen error code 0000000124 (something like that ended in 124) my files all got corrupted and I went to the shop and they put this hard drive in and installed windows back on it this is when the issue started occurring, so I don't think it's any of my old hardware.
 


Before buying the PSU, i'd suggest you try these last steps.
Open cmd and run the command: SFC/scannow. This will detect all your corrupted files if any and try to fix them.
Reinstall the latest driver and run Unigine Heaven OR Unigine Valley benchmarks for minimum 30 minutes, just have them run and you can do whatever you want else where, your presence shall not be required, this way if the system crashes, you'll know because, A) there's no benchmark running anymore XD and B) you'll get an error along with it. And the last thing i can think of is upgrading your OS to windows 10, if it's still free right now, or make sure your windows is fully updated, other than that i have no idea what may be causing the issue. Do not buy the PSU before making sure none of these work.
