Display goes off with BSOD while installing Video card.

Whenever I try to install my video card my display goes off. I tried pressing the num lock key to check whether its working or not. I found it is dead though cpu fan and other components are running. Now the only process which can get my display back is to run my pc on safe mode and disabling the video card from device manager. I tried my other pcie slot and installing win 10, tried older video card drivers, but its all same.

so can you boot into windows using windows basic display driver?
