Question Display issue with second-hand GPU ?

When i connect my monitor HDMI to the second-hand GPU that i bought, the screen will alway turn white or looks like this:

But when i connect monitor to the motherboard port it works normally.
Is it because the GPU is broken, or do i just need to change something ?

Motherboard: ASRock A520m-HVS
CPU: Ryzen 5 4600G
GPU: Zotac AMP Extreme Core GTX 1080 Ti 11gb
RAM: 16GB DDR4
PSU: 550w
OS: Windows 11

Looks like the GPU itself is artifacting, I would return that asap.
If you purchased from eBay you should have buyer protection at least (buyer always wins in a dispute).

If possible avoid used GPUs entirely and get something new with a warranty.
