Display off-set (Happened in Windows 7 and Windows 10)

So, I have been experiencing a bit of a problem: whenever I change my refresh rate the display on the monitor goes about half an inch to the left... This happens to me in alot of games when I'm in full screen. When I change my display's refresh rate to 75hz [from 60hz] via windows display settings, the whole display of the operating system gets offset. What's going on?

I would also like to note that this is a pretty dated monitor...

Solution
Open your graphics control panel - Catalyst Control Center, nVIDIA Control Panel, or Intel Graphics Control PAnel - and look for settings to adjust overscan/underscan or display position. These are saved differently depending on screen refresh rate.
