[SOLVED] Display/USB's not doing anything after new CPU install.

Hey everyone, this is my first post after reading hundreds of threads on this site over the years. I'll try to be straight to the point and as forthcoming as possible.

Today I installed a new CPU into a prebuilt that I've heavily modded at this point, just for better performance in gaming, not that anything was inherently wrong with my old CPU. I followed every instruction YouTube could tell me about, I'm pretty sure the problem doesn't lie in my installation, although crazier things have happened.

The prebuilt I originally bought was a CyberPowerPC GUA1600BST
CPU: AMD FX6300 ---> AMD FX9590 (installed today and things stopped working)
GPU: GeForce Rog Strix 1080 TI 11 TB
MOBO: GIGABYTE GA-78LMT-USB3 R2
PSU: Some 750W I got online, shouldn't be the issue

After mounting my CPU cooler and plugging everything back in, booting my PC, I found that my monitor detected there was a display, but the screen was black and no amount of clicking or pressing keys could change that. That, in part, was because none of my USB's were being recognized. My keyboard and mouse USB's had none of their LED's on, it's like nothing being plugged in was being recognized.

The PC itself looked fine. The CPU cooler fan was running, as well as the two other fans in the tower. The LED's on my GPU and the tower were functioning properly. I did note that the GPU fans were not running, but I figure since it was doing nothing that it had no reason to run them.

I powered the PC on and off a few times, taking out all but one RAM stick, and moving it around between slots between on/off cycles. I took out the GPU, plugged HDMI into MOBO, black screen on monitor, reseated GPU, no change. No beeps on startup, not sure if my speakers are even being detected when plugged in.

Two things I will note: Firstly, when I installed my 1080TI, my PC acted this exact same way, but taking out all but one of my RAM sticks solved this issue. Secondly, I bought this CPU used, but it appeared to be in perfect condition to me before I installed it. If it was supposed to come with any drivers or anything, they were not included but I am not sure if they are necessary.

My only guess is that I need to put the old CPU back in, update BIOS, put the new CPU back in, but before I go through that labor and cost in thermal paste, I'd like to make sure I haven't driven myself crazy. Any suggestions? Thanks everyone.
