Question PC won't boot after re-assembling with GPU

Looking for any advice for a strange problem I've encountered with my PC.

I have quite an old custom PC build which has been very reliable and still functional, but hasn't been in regular use for a while as I didn't have it with me. I recently used it with no issues and carefully took it apart to ship it interstate. Everything was boxed in original packaging (except that I left the CPU on the motherboard). Once shipped, I re-assembled the whole build and it "turned on" with CPU & GPU fans working and HDDs spinning, but did not post and no display output. I then disconnected everything except the CPU/heatsink, the main power supplies (8 pin and 24 pin) and x1 stick of RAM and still no luck. I spent quite some time checking as much as I could, such as every individual stick of RAM, using them in pairs, clearing the CMOS etc. Occassionally it did boot to bios, however if I retried a second time without any change to the hardware configuration, it wouldn't post again. I didn't try reconnecting the GPU at any point as I wanted to see the PC boot consistently without any extras plugged in (mobo has onboard graphics). The motherboard doesn't have an LED light but on successful boot I would hear one beep and if I connected my keyboard, the numlock key would light up. However when it turned on without post, there would be no beep or any beep codes at all (and no light on the keyboard).

In despair, I moved the PC off the desk and came back to it a few days later, and it booted fine (with x1 stick of RAM) - the only change being that I had moved the PC. I then successfully rebooted multiple times, incrementally connecting a new component each time with no issues, and ended up having all x4 sticks of RAM and all SSD and HDDs connected fine. I was able to log into Windows multiple times and confirmed total RAM showing up correctly and all HDDs connected. This was all promising until I decided to add the last component back in: the GPU. Once that was added, I faced the same problem as before where it would "turn on" but did not post and no display output. I then tried with a different GPU (a borrowed one), which also turned on with fans spinning but PC wouldn't post. Once GPU was removed, the PC no longer posts at all and no display output.

It seems as though there might be something wrong with the PCI Express slot. The only thing I can think of is using some compressed air to clean it out. But perhaps there are some other options to consider trying?

Here is my build for reference:
  • Gigabyte H87-D3H (LGA 1150)
  • Intel Core i7-4770 with Cooler Master Hyper 212X CPU cooler
  • Seasonic SS-520GM 80 plus bronze (520W)
  • G.Skill Ripjaws X RAM F3-2133C11Q-32GXL (DDR3, 4x8GB)
  • Gigabyte GTX 960 GPU (I also tried a borrowed RX 5700)
  • x2 SSD drives (Samsung & WD), x1 HDD (Seagate)
Although the hardware is old, I was hoping to continue using it without the cost of a new build and I require a dedicated GPU for a few programs.

Any ideas much appreciated!
