To answer your question... No.
Check your Device Manager > Display adapters
You might have a bad driver installed.
Recommendation:
Download/Install Driver Sweeper...

Boot up in the Safe mode.
Run Driver Sweeper.
Click on the Video driver and Clean the driver from your system.
FYI - you can only do this from the Safe mode.
Upon reboot, Microsoft will use the Microsoft default video driver.
If you let us know the make/model of your Video card,
we can direct you to the best source for downloading the driver.
PS: If this doesn't work, then you could have a bad monitor or bad RAM since what you see on the screen is a representation of what is in memory.
