Question Displayport in in motherboard

Is it possible to connect the output of a TV decoder through a display port cable to the display port input that some Asus Proart Creator motherboards have to use the audio and video signal on the PC?
 
The intention of that port is so you can connect your GPU to the thunderbolt port and use thunderbolt as a display output. I'm not sure if it allows you to capture anything particularly. Plenty of video capture devices out there for that purpose.
 
I just can't find the logic with the thunderbolt issue, since on Asus the boards that have that DP IN also have USB4, so why connect the graphics card to DP IN to have thuderbolt if it already has it on USB4.

Proart Creator are these Asus motherboards so It is logical to think that they have the ability to capture from the DP IN port, to "create" but I can't find any other explanation other than thunderbolt.
