Question divinity original sin 2: Frame Drops with 4080

Hey everyone, got a weird issue in divinity original sin 2. I keep getting crazy frame drops that last for 5 or so seconds. I have thermaltake fans using the thermaltake tt rgb plus software and these frame drops are so bad the system even loses connection to the fan hubs or the software is freezing along with the game and the fans revert to default settings. I am playing on steam, verified my files, all settings maxed out. I’m at a loss.

CPU under load Prime95 it hit 90c (I don't have the time to test in game at the moment but will)
GPU under load 51 - 55c Max

I some times see frame drops and or stutters in some games but I figured it might just be loading a new area or something to that effect? Divinity is the only game that is really causing me problems

If it's only one game giving you problems it's probably the games fault.
