Do 1280x1024 and 1280x720 have different effect over frame rates?

My monitor isn't widescreen, and its native resolution is 1280x1024. I've seen a gameplay video with almost the same PC as mine getting very good framerates at 1280x720. The question is: is there a difference in framerates between playing at 1280x1024 and 1280x720? The answer is most likely yes, but i'd like to hear from the experts. Thanks.

yep, at 1280x 1024 it has to fill in more pixels then it would at 1280x720, so simply it has to devote more resources per frame to generate it, so at higher resolutions your framerates will drop

Indeed. 1024 is 42% higher than 720. The performance difference should be similar.
