Do all HDMI cables put out 60Hz at 1080p?

Yes. The only difference is that the resolution capabilities of HDMI cables. Some can't do 1440p at 60hz.

in short yes they should. its the two bits of hardware that you're connecting together that will determine if something can be displayed at that rate
