UPlay checks for updates every time you launch the game. Even if launched through Steam it brings up the main Ubisoft window.
I had to wait for THREE separate patches for a recent Splinter Cell game. Launch. Wait. Patch. Repeat. Sigh.
*Ubisoft just stated they are aware of some of the problems and are working on it. I strongly suggest leaving things for at least a month since they indicated fixing some would take a while. Major updates are likely to be in the news.
They noted that LARGE CROWDS weren't part of the problem but something was being saturated with CPU calls (I believe this is an area Mantle/DX12 would solve). Not sure what their fix is for this and other issues.
