Do I Have a Bottleneck

A6 6400k and a gtx 750Ti 2GB OC.... i run both at stock speeds and get approximately 25/30 fps during game play, so i backed out went on to the asus gpu tweak and done an overclock it currently runs at 1150 GPU Boost Clock and memory clock at 5400. when i put these up to GPU Boost Clock 1285 and Memory clock 5600 i dont get any improvement on fps, does that mean the cpu is bottle necking my gpu???

No bottleneck. Both parts are weak so in a way you could say they are bottlenecking each other (aka both slow so your end result is not very good). The OC may or may not help depending on the game/task. Also make sure you apply the OC.

What games are you playing? Different games have different requirements. Also, how much RAM do you have?

i Have since switched the cpu to an athlon x4 860k but now my temps are all over the place, using hardware monitor 🙁

i have since upgraded my cpu to the athlon x4 860k, i have 12GB 1866mhz of hyper x ram, ram defo aint the problem lol. i was playing CSGO on the old cpu, thought i would buy this chip for a little bit more performance but seems to be causing a bigger headache than anything
