Do I have A Bottleneck

So, I just built my first pc and since i only play pretty low maintenance games it ran fine. On csgo I ran 120-100, and on Rocket League a consistent 60. Then I got the Witcher 3. My friend with almost the exact same computer as me ran the game at 60fps on medium settings. So i expected to do the same. I was wrong. I got around 40fps with very frequent drops to 17 or so when i moved. And on low settings the same thing happened. So my 1100$ computer cant even run the game on low which is a problem. And my friend told me that he runs csgo at 250 frames meanwhile I run at 120, It doesnt matter what setting I put csgo at the frames still run the same.

I am just wondering if I have a bottleneck somewhere or something.
CPU: Intel i5 4690
GPU: MSI Radeon R9 380
MotherBoard: MSI z97 gaming motherboard
Ram: 8gb of corsair vengeance

Thats pretty much it... my power supply is good and so is my ssd.

Really are you sure... Even if its not its still a problem. My frames literally are garbage for almost every game

Are your drivers all up to date? Are you sure that your PSU is delivering adequate power? You should give us a list of your in-game settings as well as some settings such as Anti-Aliasing, Ubersampling, and V-Sync can possibly lower your performance.

**Also, AMD Crimson drivers have been causing issues with several games. That might be your problem.

I have an EVGA Supernova 550 GS as my power supply. And how would I check to make sure my drivers are up to date. I put the disk in for my graphics card and mother board and downloaded everything. I also took off anti aliasing and v sync in the witcher and the frame rate stayed the same.

Ok well actually I dont know if this makes a difference, but I didnt install the drivers via disk. I didnt have a disk drive so i put the disks in my laptop and copied the entire program onto a flash drive then plugged it into my computer. I think it worked but I wouldnt know. Also what is an AMD crimson driver and how would i fix it if thats my problem

That means that you are not up to date on your drivers. You will have to download the newest drivers from the internet. Go to AMD's website and download the newest drivers for your card and it should help you a bit. The drivers that come on the disk with the card are outdated before you even buy the card.

From what you said it definitely sounds like you just don't have the drivers. Chose the ones that you need, download and install, and you should see a pretty big difference.

I already downloaded like all the drivers... i have sooo many i cant keep track of the programs, but I already went to that site and downloaded them
