Is it bad for the CPU if I don't get one? I'm not planning on overclocking or playing on ultra settings or something like that. I just want to keep the price as low as possible.

No, it's not bad. Just a bit loud and not performing very well when CPU under load.
You can test with it for a while and then decide if upgrading or not.
