Do I need a new PSU?

Okay this is not the standard question but with increased difficulty. Please if you are a expert person give me your opinion. Here is the issue. I had Nvidia GT220 card which was running very nicely even with little OC on my ordinary 300W PSU. The card's requirement is exactly 300W and the card itself consumes maximum of 58 watts. Now I got newer card in the same class of GT220. It's GT730 GDDR5 that also states it need 300W PSU but this card consumes ONLY 25W max. But thing is I have issue where when I render any game or benchmark grainy/fizzy flashing pixel appear. And I ALREADY rma'd the card with new gt 730 and the same thing happens. So is it possible even though the lower wattage need that the PSU cause this or it's some sort of motherboard compatibility issue?

Yes I checked the temperatures and they are very good. At full load it's no more than 35'c and it has no stability issues in games. Played Assassin's Creed Black Flag for the entire day actually while it was OC'd (no for performance gain but test). I don't know the old 40nm card was impossible to overheat and doubt there is a way 25W Kepler gpu with 28nm tech to overheat in any situation.
