Do I need an AVR for a good PSU?

If electricity in your country turns off too often then YES, if they never turn off, then NO.
I have GS-700 PSU and it runs great when my wall socket gives voltage lower than 220v (Yeah! I have 220v output from wall socket) sometimes it goes below 200v and my PC runs perfectly, My PSU can run from 90v till 260v so if your wall socket gives you good output then it's ok to use PC without "AVR".

We do have power outages here, but usually it's during storms (and I know better than to use precious electronic equipments when lightning strikes are apparent).

I can also notice minor voltage fluctuations when turning on/off appliances that are plugged in nearby sockets, but nothing below 200V or above 240V.
 


Then you'll be good without AVR :)
