[SOLVED] Do I need an EXTRA Cooler?

When does one need a cooler on their Gaming PC? When overclocking, poor ventilation in a case, a supercharged RTX_3700?

But no, seriously. When does one not needed cooling? When the PC is off. A PC is essentially a small space heater.
Cooling is essential, a necessity; can't run a PC period without some form of cooling.
Gaming PCs need more effective cooling than a home/office PC does; the gpu typically produces the most heat.
But I don't think I understand the question anyway. ¯\(ツ)/¯

The better cases seem to have beefier fans with more horsepower and a better airflow configuration than for example, a HP or Dell Desktop with a business function.

Allow me to rephrase..does a gaming PC need additional (liquid) cooling if the gaming rig isn't overclocked and fitted withexceptional default cooling and a fan cooled high end GPU.

Wow. Those are examples on completely opposite extremes.
Home/office/business PC:
low power
the workloads are just all-around cakewalks, even on very affordable hardware
cooling isn't as serious a concern on these, because they don't pull much power to begin with

Gaming PC:
wildly fluctuating highs and lows(power)
the constantly changing loads from the gpu are hard on psus, which is one of the reasons people are told not to cheap out here
the gpu is typically the hottest and most power hungry device in a gaming PC, and when using the axial fan cooled models, they dump most of their waste heat inside the chassis
