With most new computers you can copy the windows installation files to the root of an external hard drive and start the install by selecting the external usb hard drive at the boot menu when your pc boots up.

This is also a lot faster than installing via Optical drive.

About your pc build, its all about personal preference. I personally wouldnt buy the cpu cooler right off the bat - I would instead use this money towards an ssd or a better gfx card and save up for a cpu cooler upgrade later on, allowing you to perhaps get a better cooler, if overclocking is your objective.

An ssd would definitely give you a tremendous performance boost compared to a windows install on the 1tb mechanical drive.
