So there have been many leaks regarding the 1180 (2080) releasing in the summer. Right now I'm running an i5 4670k @4.4ghz with 8 gigs of ram (ddr3) and a GTX 1070. I'm not sure if I'm being bottlenecked by a significant amount but I want to buy the 1180 ASAP before all the stupid gpu minors take them all and inflation goes through the sky. I plan to run FFXV (final fantasy 15) @4k and intend to purchase an HDR monitor. My question is should I just get another stick of 8 GB ram or should I upgrade to an i5 8600k? If the bottleneck is small then I won't cut I'm not sure how my setup is performing versus a better CPU and ddr4 ram

Which CPU are you referring to? There's no such thing as an i5 8670K.

If you're upgrading for 4K, the GPU is paramount, https://www.techpowerup.com/reviews/Intel/Core_i5_8600/15.html their test system uses a GTX1080Ti BTW.

There are many rumours about Nvidias latest and greatest but they are just that; Rumours and we can't base advice on rumours, can we boys and girls? 😉

My suggestion is; Stick with what you have now and see how things pan out over the coming months, the system is a very solid HD rig and capable of decent 2K performance as it is while the i5 4670K won't drastically hold up any current GPU at 4K either.
If you do feel the urge to splurge: Bring the RAM up to 16Gb and add a SSD, the extra RAM will make it easier to...
Quad core i5 is going to hurt the fps in many games. 8Gb of ram is going to hurt in many games. Pretty much the pc is gonna be a bottleneck when paired with an uber powerful gpu like a 1180 (2080?) and you are trying to push 60fps at 4k resolution.
