Do i need both net and asp net on my pc?

i want know more about this asp.net and .net framework?what and where to be used?im using win7 do i need to install both on my pc?

ASP.NET or .NET Framework are not required to run Windows 7.

However, they may be required to run programs or applications you want to use which depend on ASP.NET or .NET Framework.
In most cases the program installer will offer to load both the program and .Net component it needs.
