Do I need to replace my router/modem to change my static IP?

To keep this short, my IP was given out and I have been getting ddos'd too much recently and I've tried numerous times to contact my ISP (Virgin Media) about either sending me new equipment or changing my IP but because I have a static IP, I don't think that will happen.

So I might have to purchase my own parts, now I need to confirm before I buy anything. Will a router on it's own change my IP? Or is it the modem? Or both?

I have my ways of preventing this from happening again but I need to change it as soon as possible first.

Many people pay extra to get a ip that does not change. It really depends on the technology and how the ISP has things setup. If it truly is a static ip it is just a matter of asking the ISP to change the ip. You never should have to change the actual equipment, they can assign any ip to any equipment. Now if you are just trying to force it to change without the ISP help then it gets tricky. Some tie it to a userid so it doesn't matter what equipment you use the ip follows your userid. Other use the mac address of end device but you can just type in a different one. Some tie it to the mac address of the cable modem itself if that is what you have. You can not just change a cable modem without telling the ISP. Them putting your cable modems mac into their network is how they make sure nobody can get service without paying them.
