Do I need to RMA?

I bought the MSI Z170A Gaming M5 Mobo back in February. It takes 90+ seconds to boot up into the screen that says "hit f11 to enter bios" and now I'm seeing it say my CPU clock speed is only .80GHZ when I'm on a 6600k. I noticed the extremely slow clock speed issue when I reinstalled windows and I tried to play games that I could get 150FPS on ultra, and I'd get 40 on minimum.

Clean install your OS first. Do a BIOS reset to. Check your BIOS to see nothing obviously wrong is there.

If all this fail and you still wait forever before a post, RMA your board.

Well I'm using a whole new drive with a fresh install of windows. The boot time issue has been on the PC before there was even a copy of windows installed on to it. I'll try to reset bios and update it.
