My mobo has a 2nd power slot for the cpu. I only use 1 since i'm not overclocking.

Does it affect XMP? My old ram is a 16GB teamgroup xtreem argb and it is stable with XMP on. I have upgraded to a new RAM which is gskill. Now it immediately crashes when I boot into windows. I have to manually downclock to 3200 cl16 for it to be even stable.
The store that i bought it from said it is stable on their end with XMP on.

Btw, my new RAM is listed on the mobo QVL.

Your memory is not listed in the QVL for that cpu. It is also an Intel ram. You can try adjusting the voltage, or changing the timings to get up to it's rated speed of 3600mhz. But as hotaru.hino pointed out you really are not leaving any performance on the table at 3200mhz.

What do you mean? It is listed on the gskill page. That is good news to hear though that there's no perf loss.
