yes, pretty much anything that needs data to go from point A to B needs CPU.
without CPU, in theory, USB might get power but that doesn't mean mouse works.
Even if mouse works, what would it help since computer can't boot up without CPU

In short, CPU, GPU (integrated to CPU or separate) ram and psu are minimum requirements to boot up and work.
Keyboard/mouse are optional although they help in using the computer
