do you think my psu is failing

hi i think my psu is not working to its full potencial. i have been trying to overclock my pc and if i just overclocked my gpu it worked ok. but when i tryed the cpu as well it would keep rebooting my pc. and the same happend when i did the cpu first and the the gpu. at first i thought the problem would be the motherboard or the gpu. so i bought a new gpu and motherboard and ram. but i am still getting the same problem and i now think the psu is not working properly. i am only using a single gpu (980 ti) so dont think my pc is trying to more power than a 650w psu should be able to supply. my psu is still in warranty but i want a second opinion before sending it back.

i started to get this problem when i tried to O/C may gpu. so i upgraded my pc's motherboard ram and gpu and i am still getting the same problem. i can some times O/C my cpu to 4.5ghz and it will work ok for a day then start failing and the same will happen when i O/C it to 4.1ghz. so i dont think i am overclocking it too far. and like i said earlier it also happens with only the gpu overclocked. this is why i think the problem is a component not the O/C
