My current setup:
MSI MAG X570 Tomahawk WiFi,
AMD Ryzen 5 3600XT,
ZOTAC GTX 1660,
32GB 16x2 GSKILL Trident Z Neo (F4-3200C16D-16GTZN),
Cooler Master MWE 750 Watts Bronze V2,
HP 22yh 1920 x 1080 @ 60 Hz (FHD).

Changes should be made to:
AMD Ryzen 7 5800X,
RTX 3080 TI,
16x4 or 32x2 4400mhz (Maybe later, not sure),
2560 x 1440 @ 165-240 Hz (2K QHD).

The following issue is causing me to change my RAM: https://forums.tomshardware.com/threads/ram-not-working-at-the-manufacturers-stated-speed.3803608/.

As I don't know much about monitors, I am also looking for suggestions on the brand and refresh rate of the monitor.

My budget is around A$300 equivalent $200 US.

Haven't advised for a mining card before but i guess check clock/memory speeds with gpuz are as they should be and test card stability with furmark.
What would be an ideal temperature for ZOTAC RTX 3080 Ti Trinity OC?

Miners flash their GPU bios, I've heard.

Additionally, a friend who works in Intel said he could get me a product with his employee discount, so I'm buying a i9 14900k for around 550-600 aud.

Could you suggest some motherboards? As far as Intel motherboards go, I am clueless.

Depends on air flow and ambient temp, anywhere between mid 70s to mid 80s.

As for motherboard probably z790, even if you're not planning on overclocking, the better vrms intended for overclocking would make sense. Asus or Msi imo, around $400 mark. DDR 5 i guess you want? Gskill 6000MHz cl30 or 32 timings, 2x 16GB.

Hey, the temps on idle is around 39 to 48 max and on load is 89 max!!!

What do you say? do i return it now?

It's up to you. If it's too loud and think it'll be annoying then yeah return it.
Air-blowing the fans dropped the temperatures to 85-86. They are still dusty, but I have never cleaned such a large GPU before.

Would you be able to help me out with the cleaning without voiding my warranty?

I've only just used an air compressor. No buildup of dust between the heatsink fins is usually more than enough. Anything more is beyond me, replacing thermal pads etc, need to know exact thicknesses and pulling apart graphics card like that would probably void any warranty left on it. I'd say you've hit the sweet spot now.

I'm returning the GPU and looking for a better deal with a good brand. I've heard that used Asus cards are usually not that good, but I'm getting an inno3d ichill x4 for the same.

Do you have any suggestions?

Is Inno3d ichill x4 the type of cooler you want or is this another graphics you bought? Inno3d seems to be pretty good.

If 3080Ti is about the performance level you want, or a bit more, see relative performance and compare possible cards. Maybe 4070Ti / 4070Ti Super or 6950XT/ 7900XT.

The 4080 super would have been a nicer option, but it is not in my budget at the moment.

I'm buying this one for 675 AUD with 8 months warranty remaining, but I'm looking for a better deal.

In regards to AMD GPUs, I don't like AMD Radeon Software. It's just so awful

My AMD CPU is also on its way out soon. While AMD offers good value for money, Intel is much better and superior, despite its higher price.

To avoid the instability of AMD CPUs, I would spend more on a stable Intel CPU.

While I'm waiting for my 3080 TI FE to arrive, I plan to purchase an 850 Watt PSU!

How about the Gigabyte GP-P850GM?

In the near future, I'll build a new rig using the X770!

Also, I am forced to run the RAM at 2133 Mhz because my CPU has a few damaged pins that have been removed.
