Does a g2030 bottleneck the rx 560 ?

i recently bought an rx 560 4gb gddr5 gaming oc for my old ass pc
Full specs :
- H61M-VS4 motherboard lga 1150 socket , pcie 3.0
- Intel pentium g2030 3Ghz cpu 2 cores 2 threads
- 8 gb of ddr3 ram (4gbx2) 1333mhz
- Thermaltake litepower 450w black edition
- no ssd , system (windows 10 64 bit os) running on wd hdd 500 gb



However i tried multiple games on it & here are the results : outlast 2 ran absolutely fine at 1080p in ultra settings 40 to 60 fps but i had some annoying stutters & frame freezings idk which made it feels not smooth at all (sometimes fps drops alot too during some cutscenes or when visiting vaste areas) lowering the resolution to 720p didn't seems to help me gain fps instead i get 10 less fps than 1080p even at the lowest possible (800x600) , i saw some csgo gameplays on youtube running the game at 220 avg on ultra settings with the same gpu , (same map) but with ryzen 3 1200 instead while i can barely make it to 70-110 on the lowest settings (at 1080p) in my pc , lowering resolution in it gives me 60 to 30 as well & i'm like wtf , moving on to watch dogs 1*literally unplayable* , i get 19 fps on the lowest settings at 1080p as always less when lowering res with massive stutters especially when driving , setting the graphics to medium & enabling 3ple buffering vsync made me gain 10 fps & lock it at 30 it also fixed frames freezing (a little bit) >checked gameplays on yt 50-60 fps on high with a different cpu running smooth af . i'm so confused this is messed up , what should i do ? Note that i'm using a tv with hdmi which has 24hz refresh rate as default on adapter settings but i changed it up to 60 and cpu usage on games is at 100% while gpu 0% to 70% It never locks at 100.

Thanks for the response , i have a budget of ~250$ , can you recommend me a well performing amd cpu for modern gaming and a compatible motherboard that both would pair & *not* bottleneck my rx 560 ? Just aiming for 60 fps at med settings .
