Question Does a HDD run with PCB not having BIOS chip on it?

Does a HDD run with PCB when there is no BIOS chip on it?
i mean just running...not showing up anything...just making sound or something

i had a new seagate hdd which was burnt multiple times by different connection converters.because i thought replacing connectors will make it run again
i changed my hdd's pcb and bios chip
but still not working
i want to know if my new pcb was dead when i first bought it,or it is an inner hard drive problem

Not all drives can 'run' with a different PCB and BIOS.
