Does a weak Power Supply affect on performance?

I have a graphic card that written on its package 400w. But I use 230w. Is that why Need For Speed Rivals lags?
Note: I use Core 2 Quad 2.5 CPU
Note2: my friend who uses weaker graphic card plays the same game perfectly.

Yup, bad idea to use such a low power PSU for parts rated higher. You can not only have performance issues, but you can destroy your graphic card, motherboard, etc.
