Does an old monitor affects performance??

I havent tried out really hardcore games in my new gaming pc, i think DmC was the strongest one and it runs very fine, but im do getting some lag on dolphin emulator, even when overclocking my gpu, this is my specs:
CPU: FX 8350
GPU: MSI R9 270
4GB Kingston Ram

So then i think, jmm maybe my old monitor is affecting, it is a Samsung Syncmaster591s on a 1080x720 60hz resolution working with a DVI to VGA adapter. So, im i rigth? thanks for answering

No, your monitor will never affect the performance that your system delivers.
The monitor is only to display the signal your GPU sends. Your monitor limits your gaming to 60 FPS on 720p settings max. If you install a FPS monitor like Fraps, you can see if you actually get the 60FPS.
If it's above 60FPS it causes screen tearing, which will make it look bad. To cure this, enable "V-Sync" in the settings from the game.
If it's below 60FPS, it will stutter, which can only be cured to lower your settings.
